
English Heritage is currently developing non-statutory guidance for local authorities ‘for the identification and management of local heritage assets and the consolidation of these assets as a local list’. Encouraging LPAs to compile a list of locally-important heritage assets helps protect buildings of local interest which fail to meet national designation criteria, and also forms a key part of the heritage protection reform programme.
AHP’s heritage reviews often lead to the updating of existing local lists, or the formation of a new one. For example, in Stockport the listing review led to new buildings on the local list. In Blackpool, as part of a recent series of historic characterisation studies, AHP proposed buildings in each area for inclusion on a new local list.
